Is $400 a good price for a fmic plus piping to stock locations?

A local is offering it to me, he says the intercooler is a spearco. Anyways, looking at ebay prices, that seems a little high, I thought the piping went all the way to the turbo and TB but they just go to the stock locations. Anyways, I could use any input, I was thinking around offering him $300.

400 seems right to me. Spearco is a quality IC core, unlike some of the items you find on ebay. Id offer 375 and go for it. Look at some of the full kits for 1000 on vendor websites. All you will need is UICP and LICP. I got my Greddy IC pipes for 200 bucks. You would have a front mount IC with full piping for a total of 600 bucks. Not bad at all.

id say its a little high iv seen sparco's go for 300 usually but yeh 330-375 for a offer sounds good

No, It is a FMIC core and the piping connects to the stock intercooler pipes at the stock location.
