inconsistent boost

hey guys here is the problem. i have my boost controller set to hit 15 pounds of boost. most times that is what my car does. i test this on a 3rd gear pull. but lately it been stopping at 8-9 and other days 11-12. its not ever a consistent 15 pounds. i know i have a boost leak at the throttle body, but i fixed the other one. also i have an older greedy trust boost controller. any ideas why it does this? could my boost controller be a piece?

Seconded. Get those boost leaks fixed- all of them -before asking why you aren't hitting your desired set boost.
