idles at 800 after cold start????

Does anyone happen to know what could be causing my car to idle at 800 even after a cold start? Every other car i have ever owned has always reved to about 1400 and worked its way down to a lower rpm as the engine heated up, what could possibly be going on with my car?

Blocked fast idle air valve. The FIAV assists with cold startups. Without getting too technical, if your FIAV is blocked off or bypassed, you will have the symptoms that you're experiencing.

Mine idles at 900 all the time. It used to idle at 1300 then I turned that screw near the tb to make it go down.
