idle surge problem

HAving a big idle surge problem. Start the car, shoots up to 3500 rpms, then it will drop and idle from 1200-1500 rpms. I have a 1g tb and just worked on the car the whole day fixing all the boost leaks, has no more leaks. Start the car and it idle surges. Now I replace the FIAV with a working one, I checked the coils and they are all below 30 ohms. Set the ISC to exactly .900 ohms resistance and adjusted the biss just like in vfaq, tighten all the way dow and back out 2 full turns, loosened up the idle stop to where the plate is open enough to let air in for idle, adjust the cable that goes to the tb to put more slack, cleaned out the tb and pressure tested to 20 psi and held 60 seconds, and still idle surge like crazy.

After hours of research on what it can possible be, I'm guessing its the fast idle air valve? I did check the pronges and they are all below 30 ohms resistance. The previous owner had the engine rebuilt by RRE and they removed the coolant lines. Any ideas on what the problem can be? Sounds like I have some mad cams too, it would just jump from 1200-1500 rpms back and forth, tried to drive the car and it would stumble on acceleration.

Now I've been reading threads for the past 3 hours, theres a way to remove the FIAV and ISC and just go off the idle from the BISS? Can someone please explain it to me from start to finish? It sucks because this is the first time since I bought the car (3 yrs) that I am 99% boost leak free and want to drive it on my b-day(may 31st, today). Thanks for the help
 
yes sir, read it 3 times. Adjusted the biss, set the tps to exactly .900 ohms, replaced shaft seals, the new seal to the fiav and new fiav tested less than 30 ohms. I tried to look for the fiav block off link but its gone. Can anyone help?
 
I had an issue with my talon when i did have it just like yours. I see you want to drive it today but what i did was change out my TB to the 1st gen TB and that eliminated my idol surge.
 
It is a 1g tb. But I disassembled the whole thing and replaced pretty much everything on it. Shaft seals. Isc seal. Working isc. Working tps. Evrything but blocking the fiav. I want to plug it temporarily but don't know where the port is.
 

I was checking that out and considering doing it but I was actually looking at myprevious taken apart tb and I saw the ports that go to the ISP and FIAV and was wondering if I can just seal those up with JB weld? I have a picture here. The port on the right is to the fiav and the port to the left is the ISP, well as you can see. I was wondering if I can just seal both those ports with JB weld instead of putting a block off plate? What do you think?

3- and consider the problem fixed!!!

Thanks man. Shoot that block off plate fixed everything. Fixed idle, boost leak, now the car runs great, its too bad that I set the MBC to high and popped the coupler off, haha I saw the guage right before it popped off, it hit 25 psi and shot a flame out the exhaust and coupler popped off. haha

But dont get to used to it, the routed ones are coming soon. Did you see the design I made, I emailed it to you. I think it might turn out pretty nice.
