When I start my car and let it idel in neutral its good, around 900rpm. I had to adjust the linkage for the idle because the car wouldnt stay running without shutting off. With that the car idles fine when in neutral but when I start driving the rpms creep all the way up to 2,000-3,000rpms. Whats the cause? Other then me adjusting the linkage to keep the car alive without dying out.
 
You can't do that. You need to adjust the cables back so they are not pulling on the throttle blade when untouched and fix the primary issue. Which is your idle is too low. Most likely caused by a malfunctioned Idle air control valve.

1. Disconnect the throttle position sensor connector.
2. Measure the resistance between the throttle position sensor side connector terminal 1 and terminal 4.

Standard value: 3.5 - 6.5 kohm

3. Measure the resistance between the throttle position sensor side connector terminal 2 and terminal 4.

4. If the resistance is outside the standard value, or if it doesn't change smoothly, replace the throttle position sensor.

NOTE: Always adjust the throttle position sensor after replacement.[DOUBLEPOST=1415161608][/DOUBLEPOST]once you get it idling correctly adjust your cable like so.
For models equipped with the auto-cruise control system, refer to Cruise Control Cable.

1. Turn A/C and lights OFF.Inspect and adjust at no load.
2. Warm engine until stabilized at idle.
3. Confirm idle speed is at prescribed rpm.
4. Stop engine (ignition switch OFF).
5. Confirm there are no sharp bends in accelerator cable.
6. Check inner cable for correct slack.
7. If there is too much slack or no slack, adjust play by the following procedures.
(1)Turn the ignition switch to the ON position (without starting the engine) and leave in that condition for approximately 15 seconds in order to initialize the AC motor.

(2)Loosen the adjusting bolt to release the cable.
(3)After moving the plate to the position immediately before the throttle lever starts to move, move the plate back towards the throttle body by the standard value amount only to bring the accelerator cable play to the standard value.

Standard value: 1 - 2 mm (0.04 - 0.08 in.)

(4)Tighten the adjusting bolts to the specified torque.

8. Adjust accelerator cable play and confirm throttle lever stopper touches the fixed SAS.[DOUBLEPOST=1415161694][/DOUBLEPOST]Idle speed should be 750rpm +- 100rpm

I dont think it is the tps. When its first started the throttle isnt even pushed so that doesn't make sense to me. Have you tried adjusting the biss screw? You can also remove, clean, and replace iac which is super easy. I would start with those. Check your plugs and wires too. Also i would recommend a boost leak test too just for the heck of it. Check your maf as well.
 
I don't think it is either but it's still good to check. It's most likely the IAC. Common issue for idle problems. But everything should be check anyways. No point in skipping over anything.
