Idle air control motor help

My car has a check engine light that goes on once in a while but i shut my car off and turn it back on and the light turns off. I brought it to AMCO transmissions for that free check they do with the computer and they said it was a code 25 Idle Air Control Motor Circuit. I noticed sometimes when I start my car after a minute or two my RPMs wobble down really low like 500 and feels like it might die so I rev it a little then its normal then starts going down a little but once i start driving it for like a few miles its fine just once in awhile the check engine light comes on.

My car is an Eagle Talon 1995 ESI
