I think I have boost creep

This is my problem I have a 90 Eagle talon tsi with a 16g turbo 2.5 down pipe and 3 cat back My tach dont work but it seems like it gets fuel cut around 4500 to 5000 rpms win i give it full trottle if i slowly give it trottle
I can go clear up to govenor can anyone help if you dont think its boost creep please tell me

Due to the condition of your car, it could be any number of things.

a) get a boost gauge, it will answer your creep problem

2) fix the broken things
