Getting back on topic. It is possible to solve this problem without a AFPR along the lines that kazzam was pursuing.
On the 3/S platform Mitsubishi had an issue with the pump overrunning the stock regulator. What they did was lower the fuel pump voltage under low loads by putting a resistor inline and having the ECU switch a relay to bypass the resistor when the normal voltage/flow rate was needed. One could do something along these lines with a suitable pressure switch or custom ECU programming using the likely unused BCS output.
This method has it's drawbacks over a simple AFPR but it can be done.
