I did the Greddy RS "single spring" mod and now something is wrong..

I have a Greddy RS bov. I was having problems with it fluttering, so I took out the bigger spring in the bov and kept the small one in it. At idle, I can hold my hand in front of the bov and feel air coming out of it. It is not making any noise though.. I have it tightened almost all the way down. When I boost, its fine.. It pulls hard and all, but I did notice that my brakes seem a little funny. I push the pedal to the floor and about 1/2 a sec later the car starts to slow down.. So did I not assemble the BOV correctly? And is the brake problem due to the BOV being open? I have searched for the RS internal photos, but I can not find any. I put the circular metal piece on top of the spring. (It's the round piece that you adjustment screw goes in.) So should I try the stiffer spring and see what happens?

Air flowing out of the valve at idle is normal. The valves are designed to be open anytime there's vacuum.

How much boost are you running? Were you having trouble with it fluttering when you'd let off under full boost or only under medium boost at partial throttle?
 
Its running stock boost levels. (I have never cranked up the boost) I would have to say that the fluttering came when I would left off from light to medium throttle. At medium throttle was the well defined and very loud flutter. At idle it would make a whistling noise every now and then.
