Just curious how much would it cost to make one of these a working turbo? And what would I need?

Ask Justin....but, it looks like you only have 2 different compressor covers, no turbo....as in CHRA or turbine housing.

The black one is 200$ out of a 1000-2000$ turbo you dont have a turbo you have two compressor covers.

Turbonetics turbos in general are very costly to fix and quite-outdated in terms of value per dollar compared to what's available today.

That being said- you have two compressor covers there. They do make nice doorstops, lamp bases, paper weights, etc.
