depends on how much your car weighs and how ninja-like your shifting is.
 
Go to this website 1/4 Mile ET Calculator type in a few different HP #'s to see. But its all about the driver man. A good driver on a slow car can yield better times then a bad driver with a fast car.
 
To the OP, driving skill is an arguably more important factor than horsepower. Also, the range of the power band, and the boost response between shifts are important. Not to mention the launch, which is probably the most important part of the run.
 
My car will take less power then a lot of cars because of the weight reduction I have done and plan to do. It also depends on tire size, power curve, launch etc.
 
900 WHP is not the main factor. 900 is useless if you only have a 1500 RPM powerband. Basically you will need a good 3000 RPM to work with, and decent driving skills. Also 500 WHP on a Mustang dyno is not the same as 500 WHP on a Dynojet, etc...

I ran my first 10.9 @ 134 MPH with 520 WHP on a AWD Mustang Dyno. The car was a full interior 3150lbs 1G AWD and track temps were 105F in the middle of August.
 
Go to the 1/4 mile time list and see what sort of hp and mods people have to make 10s.

At the top bar (red) of this site under "members" is "1/4 mile times". Click on an applicable car, many have dyno numbers.

450-500whp should net you high 10's if you have a good 60ft, and quick shifting and nothing breaks.

Ive seen cars with 400whp run 14's, and 200whp run 12's, so many variables. Just if your looking for 10's, build the car for 10's.

The difference in a build mainly comes when going from the high 11 sec range to the low 11 sec range, X setup can make 400whp and run 11.3's and then make 750whp and run 9.8's as were setup Y makes 250whp and run's high 13's, and 400whp and runs low 11's.

The degree of the build drastically changes i would say around the 11 sec mark.

The largest deciding factor would be the vehicle's race weight.
With enough weight reduction, a 350WHP DSM can run high 10's.


Unfortunately, this type of thread is considered bench racing, which is against the rules.
There should be enough information given in this thread for you to form an answer to your question.
