HOw is my car sposed to run

I just got finished putting my car together not it is a lil hard to start for some reason seems to flood at start up soo i have to hold the gas pedal to the floor. BUt it runs now when i drive it (its completely stock except i have an evo III turbo and exhaust manifold i installed when putting the engine together) well any way its really slow down low till i hit about 3500 or 4000 rpm then it starts to boost good and go .. but is it supposed to be sooo slow down low with that setup being everything else is stock ? Does the turbo lag that much

Having the turbo is one part. Another part is the supporting mods. I can see why the turbo would lag, Or your car would feel slow. You cannot just bolt the turbo up and go! You should at least have some other mods. When I got my 16g I got some other mods as well, But my exhaust finally just came in and when I put it on, The car really came to life. I couldent believe it from just an exhaust. The more supporting mods you have, The more you will feel the real power of your turbo.

Did you check for boost leaks? How about exhaust leaks also? How many psi are you running? What is your vaccume at idle?

You said your car was flooding on start up, So you would hafto hold your gas pedal to the floor when you turn the key? The car is fuel injected, You should not hafto push the gas pedal in. That would flood the car.
 
1993eclipsegss is right, without supporting mods a bigger turbo isn't going to do anything for you. http://www.dsmtuners.com/tuning-guide/2gturbo/stage1power.php This is a time pruven upgrade path, follow this to get you started.

Check your plugs, if you have 1 range colder plugs in there and not ready for them they can prevent the initial mixture of fuel to not burn and gas foul the plug.
 
The car is completely stock soo i would assume im running stock boost , i dont have a boost gauges soo im not sure whats goin on in that respect i havnt done any supporting mods cuz i have to get the car smogged. It has the stock spark plugs and the wires all tested good.
 
I think most will agree a boost guage should be one of your first mods, and the number one priority before making any turbo mods. I know they are very strict in Cali and I don't know what all the laws are but I am sure some mods will be okay and some won't. Once you pass start modding, if and when you have to go back in put the legal stuff back on and continue on your way. Have you done a boost leak test yet?
 
Well, The turbo is there now. Now you need the supporting mods to wake that thing up. If you dont have the supporting mods for a bigger turbo, Like you said.. Your car will be laggy and feel slow. I think everyone could agree there would be 3 parts to this.
The turbo, The supporting mods, The tuning.
