My car came with only a stock downpipe so I bought a 3" ss downpipe and a 3" test pipe with all gaskets and bolts. Anyway that's all I can afford but what exactly does the downpipe and test pipe hang on to? The stock downpipe was hanging off this rubber thing but that also was hanging so it moves if I push it.

Any advice?

Thats really all you get for the downpipe. You have one hanger there and thats it. I would see it you can make sure it stable and doesnt have a lot of play and you should be fine.

Oh, so downpipe just hangs on the that rubber thing and thats it? Is that why downpipes have flex sections built into them?

Downpipes have flex sections so that when the motor rocks back and forth on its mounts, the whole exhaust doesn't move/bend/break.

You don't absolutely have to have a flex section, but it does help. If you have loose motor mounts, you may notice the exhaust moving back and forth, which could cause some rubbing issues, or hangers and flange bolts may come loose.

Don't listen to Mrboxx his car runs 15.5

4 years ago it did.
