High idle problem??

OK, so I'm getting this 92 Talon TSI and the only problem with it is that it never comes down from high idle. I've let it warm up for 20 minutes and it still won't come down. I've looked for vaccuum leaks and can't find any so far, but this is all being done in the lot where the car is parked. My brother in law is of the impression that the timing belt may have skipped a tooth, but I didn't think that timing would create that kind of symptom...

What's a biss and isc?

basic idle set screw, it is located on top of the TB, http://www.vfaq.com/mods/BISS-1G.html

Turn on the a/c to see if the idle changes. If it does not it probably is the isc (iac). I had to replace one on my sisters 93 talon, common problem actually, and it might be on the vfaq.com page also.

Awesome...

So this is alot easier to do than the timing belt (which I will be doing anyway, since she doesn't remember ever having it done), which is a relief. I just need to get it registered and wait for a *slightly* warm day to do the timing belt and such. Thanks for pointing me in the right direction guys!

Oh yeah, before I forget. If she's never had the timing belt done on this car and it falls under the recall, won't the dealership have to do it for me under the recall?
