420A High idle, help needed.

I'm having problems my RS's idle. I was on the way home from a car meet and when I stopped at a light and had the clutch in, the rpm's went to around 3000 and just stayed there. Earlier in the week I noticed a little bit of hesitation while accelerating. I tried a new IAC valve but the didn't change anything. Is it most likely a vacuum leak? I tried the carb cleaner way of finding them but I can't seem to find anything. I have a video if anyone would want to see what the car is doing.

I did some trouble shooting today, the bracket on the metal egr vlave pipe broke off somehow, making 2 big holes that let excess air in. Plugging the holes with my fingers dropped the idle back to normal. Anyone know if the bracket on the pipe is necessary? I'll attach a picture soon.
 
EGR block off. Sandwich it between the intake and EGR and bolt it back down.
 
I've seen a pretty nice egr block-off plate made frome a home depot steel shelf bracket and a dremel tool. Cost minus the dremel is like $1.50.
 
Would you all reccomend and EGR block off? For the time being I'm getting the holes welded up for free. Here's the pics of the holes and the bracket that was attached.
