High beams go away!

I have a 91 Eagle talon tsi.... and its oem high beams are always stuck on. When i flip up the lights, the high beams are on. when i flip the high beam off, the fog lights turn on. But the high beams continue to stay on with the fog lights.
If you could help me with my noobish problem, and stupid question, it would be greatly appreciated.

Did you ever find a solution to this? I've been fighting it on and off for a long time and it just comes and goes on it own accord.
