ok i need a little advise on what i did. im almost finished putting a 6 bolt into my 97 gst. and when i grinded down the motor mount to fit around the water pump i went a tad bit too low, which gave the bracket that the tensioner pulley a little play. well i tried a couple times and couldn't get my belt tight so i decided to weld it. so the piece that bolts to the motor mount that also holds the tensioner is now permanent it does not move. my question is, when the engine is under high rpms does it require the timing belt to give a little bit or will my belt be ok.
 
Im not sure which piece you are referring to. Can you post some pics? If you are talking about the piece that pivots and rides against the hydraulic tensioner then YES, it is designed to float. I would not recommend running this if its welded solid.

Post up some pics for clarification.
 
MuffinMan7580 if you have nothing to post that is helpful to the thread than don't feel obligated to post something.

To the OP the short answer is no you cannot run the tensioner this way without the proper tools to check it. They do make solid tensioners but you must be able to check belt deflection and the tensioner needs to be adjusted regularly to accomidate for belt stretch. You need to locate a new tensioner arm and start the process over again and take your time and remove a little bit at a time. This is just asking for a disaster or a "my timing belt broke" thread.
