help. timing belt hitting timing belt cover

the previous owner of my car removed the upper timing belt cover, and butchered the middle and lower pieces. so i had all three replaced, and now the timing belt is hitting the upper cover making a knockin noise. the shop says its because the previous owner added cams and cam gears, but i know that they are stock (if he did add cams and gears i figured that hed have told me that when he sold it...)

is the knocking because of larger cams and gears? or because the shop didnt put the upper cover on right?
 
It's really hard to put the upper cover on wrong. In this case, given the butchered nature of the OLD cover, figure that just maybe he butchered them for a reason?

Though the fact that it's a knocking noise concerns me... there shouldn't be slack enough to 'knock' on the timing belt. Check your tensioner.
 
There is a simple way to find out just remove the cover and, start the car and, see what happens.
