My car runs great. But it will only boost 9 psi. When I floor it, the AFR is between 11 and 12 so they are good. But even with my MBC closed all the way, I'm still only maxing 9 psi. When I'm half throttle just cruising, I can hear my stock BOV whistling, it's leaking air, I don't know if that is normal or not, and I can't tell under boost if it's leaking or not. Also, while cruising the AFR's bounce back and forth constantly between 13 and 15, but hold pretty steady around 14.5-15 at idle. And when the car is decelerating, the AFR gauge maxes out and goes to 3 dashes - - -. I'm just confused because from what I know about turbo's if I have big boost leak, shouldn't I be running very lean at WOT? Someone please help!
 
Boost leaks cause the car to run rich if the maf is in the stock location, since the air has been accounted for by the maf the ecu added fuel thats escaping at the boost leak. You need to make a boost leak tester and pressurize the system with the mbc removed to find the leak.

Usually the turbo will over work to reach the set boost but if the leak is horribly bad I could see it not boosting. Also make sure the boost guage line is not kinked or leaking. Also make sure the mbc is hooked between the turbo j-pipe and wastegate, not between the bov to manifold line.
 
Ok that makes sense, but is the BOV supposed to leak while driving and not under boost? Like I said I can't tell if it's leaking while boosting, but it definitely is while just driving. I've got my boost controller hooked up between the J pipe and wastegate, and that is fine. I guess it must be a bad boost leak, but I just didn't think that the computer would compensate fuel for the extra air automatically. My vacuum right now is between 12-14 but the car idles fine. And I've been reading about the A/F's and it seems that the bouncing between 14-15 is normal, and going lean on decel is fine for economic purposes.
