Help. I get boost at 3k, but it doesnt start pulling till 5k.

I have a 99 GSX with a 16g turbo, and the car feels really sluggish. At wot, the boost guage reads 10psi at about 3200-3500 rpms, but the car doesnt start to pull until about 5000 or so. Any ideas. TIA
