Resolved, in case anyone is wondering, I had enough room to drill the lower bolt out, was not able to retrieve it with an extractor, so had to drill out the hole some, and run a tap through it for some new threads, as for the upper one, I cut off the remainder of the bolt and nut with a dremel, and then ground it down flat to give a nut/bolt something to sit flat against, along with a little more clearance, then run a bolt up through from the bottom, put a nut on the top, tightened it, and cut off the excess length with the dremel.
