Headlight halfway up, won't move

The drivers side headlight on my 91 eclipse is halfway up and won't go down nor will it go all the way up. The passenger side works fine.

I'm sure a lot of you have had a similar problem so whats the fix.

Turn the motor knob by hand, gently, and see if you can find where it's binding. Fix that, then replace the blown fuse.
