Head lights pop up but not down

My 90 head lights pop up when I turn the lights on but won't go back down. Anyone have this problem? Would I be right in thinking that its electrical and not motor related. This car has some wierd things with it..like the regular beams don't work(I turn them to regular beams nothing happens..turn on high beams and the lights flip up). Maybe previous owner was monkeying around with the wiring?

Try pushing the headlight button on the left of the instrument binnacle. It may be flakey, or have dirty contacts. Or, you may have it set to keep the lights up, which is a feature for areas where snow etc. is likely to freeze them closed.
