hazard lights and dash warning light problems

So since I did a rewire I have not been able to get my dash lights to work properly. I have tested a lot of different problems and eliminated quite a few. To start, on my dash my speedo/tach/water temp gauges all work and the backlights work as well when i turn my lights on. My turn signals do not work and then also my dash warning lights (ei. check engine/battery etc) do not come on.

I started with the dimmer, but my dash backlights turn on and dim with the switch from bright to all the way dim/out. So then i tested the turn signal switch. all the wiring is connected properly to the interior fusebox and to the turn signal relay. It appears im not getting power to the actual switch so i ran a fused hotwire to the turn signal switch (just to test the rest of the equipment) and when i turn the signal switch either direction the correct side lights up but its lit up solid. So just giving power to it doesn't eliminate the blinking problem.

One question i have is, does the actual turn signal switch control the blinking of the signals or is the relay what controls the blinking. Also when i unplugged the relay the lights would not illuminate like they are supposed to, but i guess that doesnt necessarily mean the relay is working properly if it is supposed to control the blinking.

Lastly which again im not sure if it would matter, but my battery is most likely shot. I couldnt get it to hold a charge and finally died today, i need to take it back to the store and get it replaced. could the battery being bad potentially be the cause and lack of proper voltage to not supply enough power to illuminate all of the dash lights?

Somebody thought that at one point it could be my ecu that might be messed up and causing my dash lights to not illuminate but i havent been able to test that as a problem yet. I probably will this week. Any help would be greatly appreciated guys, thanks again for reading my issue.
 
UPDATE: Took the battery to get tested at the store and was at a 0% charge... so they are making me test charge it again before they will replace it, last time i did a 24 hour trickle charge it only held to 25% and died in like a week, so battery is definitely bad.

Does anybody know if just not having enough voltage would cause issues like this? I know last year before my rewire when my battery was going bad (before i replaced it with a redtop) my dash lights would get so dim you couldnt see em anymore. They worked the rest of the year when I got my redtop battery but now this battery has been sitting for like 7 months with no use and I was told that redtops are notorious for crapping out after they are fully depleted. I hoping this helps, I should know by tomorrow!!
