I have just installed a Type RS BOV & whenever I let the gas off, even if I'm just under the hood controlling the throttle, I can hear a surging/fluttering sound from the air filter.
I set the spring as soft as it will go, but it made no difference. All of my vac lines are hooked up fine & I have 0 boost leaks. I've heard from a few people that these BOV's have had problems. Here's a media clip, but you can't realy hear the surging.

My boost guage shows ~-20 vac @ idle, so their shouldn't be a problem their.

I took the BOV off today, when I pushed in the diaphram its almost like it stuck, then poped free once enough force was put on it. I'm not sure if maybe when the car sits long enough, the rubber seal sticks to the diaphram. After initialy pushing it in, I could press it in & out easily. Also, I hooked it back up, blocked off the bov hose to just let it vent in the atmosphere. Started the car up & reved it under the hood a couple times. The BOV definatly opens as you can hear & feel the pressure being released. I put a small bit of grease on the rubber ring to prevent it from sticking. Havn't driven it since, but I'll find out if that helps tomorrow.
 
I had to pull one of the springs out of mine to keep it from fluttering too bad, Thats also because i live at 7200 ft elevation and have cams which lower vacuum. The video sounds normal to me, you will always hear the bov through the air filter because your recirculating. If its just bov flutter its really no big deal but if its compressor surge then fix it
