Fuel pump wont turn on

So my car hasn't started in about 6 months. And the last couple times it did start it took forever to fire up. So when i finally got around to check it out i realized my fuel pump isnt turning on. So I put 12v to the fuel pump bypass wire on the firewall and i can hear the pump kick on. I then removed the fuel pump connector and turned the key on and i get 0v. So i decided to replace the MFI/MPI relay with a new one, but it did not solve my problem. Next I checked the voltage on pin #8 the red/white wire and it shows 11.??v with key on, and pin #38 on the ECU shows 11.??v key off and .6v key on. So Im kinda confused on where to look next???? Any comments or suggestions would be appreciated!!! Thank you.

You will never see current at the pump with the ignition ON, the pump will only turn ON when the engine is cranking, once the ecu sees the cranking signal, then it turns the fuel pump.

^+1 Only when engine is spinning. And when off, fuel pressure should remain for days.
