Do I need to hook the fuel pressure solenoid back to the vacuum port on the reulator like the stock one,or do i eliminate the fuel pressure solenoid and hook the vacuum port tho the intake?

Just loop the solenoid vac line back to itself, and leave the electrical connection hooked up. That way you won't throw a CEL.
