My front end almost always lifts up causing my front tires to lose traction, if I cut the coils on the front like 2" and the rear 1" will that eliminate my problem? (it already rides rough so spare yourself the comment)

Is there a proper way to cut coils?
 
Purely an initial comment, but the last thing you should do is lower the rear.

Keep the rear high, add rebound damping in the front.
