I'm wondering if it's because the frame is tweaked or its just the bumper has been damaged

You can see the offset as well as the gap from the hood to bumper

As well as how it's been screwed into place on the driver side yet still sticks out a bit on that side too (below)

The car is "salvaged" but I'm not sure what has happened to it. The owner said it was due to vandalism *smh*

The offset in photo 2 is normal. The sagging is because the bumper is poorly supported. There are little tabs that help align the bumper, but they are notorious for breaking off.

You can bend the support under the bumper where it connects to the hood to close that gap.

On the corners, you if the bumper isn't broken, you can use a fender washer and a bolt to help give it support.

You could loosen the 5 screws in the middle and lift up on the middle opening to close the gap a little more. Also you can adjust the hood stop on the passenger side as it looks higher then the drivers side. For the tabs in the fender corners mine rusted to shit so i used stainless nuts and bolts to hold them together. As already stated you might have to bend the tabs to help get a better alignment. There are also 2 tabs holding the bumper to the core support (under the headlights) that people commonly rip out because they dont take out the bumper and support together as one piece. Mine were broke too on my talon bumper so i got self tapping screws to hold it on. Please keep in mind that with age these bumpers sag also.

Ok I'm getting the car repainted so I probably will pick up a new bumper cover since they are on Amazon for like 40 bucks thanks for the help

I have an aftermarket front bumper that didn't line up too well (go figure). So I stacked a few washers on each bolt in between the bumper and support in the front to help close the gap.
