Frame repair kit?

So, I had some people break into my 98 gst. And they climbed through the roof, and bent and snapped some clips. I then ordered a new top, and a new liner, took it the upholstery shop. They're telling me they need these clips, in order to install it. They then told me i should probably just a get a new frame, because i will not find the parts. Below I attached a picture of what i need, and the repair kit, is this what i need? If not, you guys have any other ideas? The red circle is the clamp, but they told me you can not get new clamps, i need that arm, that high-lighted red

Have it made by a local metal shop..IT's just a bar isn't it?

Not exactly, that thing is connected all together I think, I don't have the car here, and I wouldn't even know who to go contact to make it. I'm in Edmonton, if anything anything for the car, it's almost imported . Also what about the clamps where would they come from?
