So here's the deal...I needed to swap the two sensors on the TB over to the new engine I put in my car. I couldnt get the damn Torx screws off the top sensor so I decided to just swap out the whole throttle body and put in the one I originally had in the blown engine. I did the swap and when I turned it on it went straight to 3K RPM. So I turned it off and checked to make sure the throttle cable wasnt snagging on anything and it was okay. Turned it on again and same thing. So I decided to go back to the TB that was on the engine before I did the swap and now THAT one is doing the same, 3K RPM Idle. I even went as far as to disconnect the throttle cable to make sure it wasn't causing the problem, turned it on and the same thing, RPM's wont go down. Any ideas? Oh, and there is no fluctuation in the RPM's...it stays in the 3K range.
 
Check the gasket. Sounds like you have a massive leak in there. Check the torque specs on the 3 13mm bolts. Replace that gasket if need me. If that doesn't seal properly the motor is sucking in air past the TB causing it to idle high.
