Exhaust bracket came off

I was drving in the rain and went thru a puddle when all of a sudden I heard a weird noise that kind of sounded like a belt coming off. The car got all loud, sounds like a turbo diesel truck.
Right when I got home I lifted the car and found this. Looks like the exhaust bracket just ripped off. Maybe from the cold water, I dont know.
Questions;
1. Is it okay to drive like this?
2. Could an exhaust shop weld it back together?

So i take it to a exhaust shop and ask the guy to weld the bracket back on and the guy tells me that he can't do it. He tells me its illegal!

I said what the hell do you mean its illegal? He tells me that he can't do it because he can't mess with the exhaust before the cat unless he replaces the downpipe. I told him all I want is to his patch the hole and weld the bracket back on.

He insisted that its against the law. So i asked him what if I put exhaust tape that they sell at the parts store on it to cover the hole. He said what you do with your car is your business.

I mean what the hell. So i said I will take my business elsewere then and left.

Went down the street same company, big Alls. And asked them the same thing and the guy did it with no issues. Cost me $30.00.

I hate some peoples ingorance. Think they know everything and won't hear nothing else...
