ok, now i know this pic (here) is stupid, but go with it. i am a noob when it comes to this stuff, and was under the hood today. i tried to figure out where everything went to, but couldnt find where the extra outlet on the intake goes, or how the turbo spins from the exhaust. i didnt see where it plugged in, unless it is where the turbo is bolted too. in that case im an idiot. i want to do some upgrades and am trying to figure it out instead of going in there blind.

the pic is a little rough but If the line in question is bigger than a vacuum line (1" or so) it would be the tube to "recycle" the boost pressure back to the inlet to the turbo after the throttle plate is closed to keep it spooled. again thats just a guess based on your pic.
 
Yes the exhaust spins the turbo via the method its bolted up.

the extra line is prob running under your battery... in this case its your charcoal canister.
