what is a good 3" downpipe that i can swap cats and test pipes for emissions. i will be bolting it onto an apexi 3" exhaust.

+1 thats the one I'm gonna go with. Supposedly its a solid product. And its 3" behind the flex all the way back. What kind of catback do you have?

Perfect. Then a RRE dowpipe would be your best choice if you want to swap out a testpipe and a cat. The RRE downpipe is designed to directly bolt up to the Apexi Catback
i could be wrong but i believe the long ones are for eliminating the cat, and if you are running a wb than you should get the o2 bung in it, i think thats right but not 100 percent pos.
. The "long" RRE downpipe DOES eliminate the cat, but it does not eliminate the O2 housing. They have an option on their site whether to choose between a stock O2 housing or and Evo III O2 housing. Thats whats great about these downpipes: they bolt right up to your stock O2 housing. So, basically its a bolt in setup (for the "long" application) or you just need to get a test pipe or 3" cat (for the "short" application). Your half correct.
