Does this really increase boost to 16psi?

I'm new to DSM's and I read in this thread:

That instead of using a manual boost controller that I could run the vacuum line coming off the wastegate actuator to the nipple on the air can and my car should make 16psi? Is this true?

Itll make more than 16psi. The air canister never see's boost, therefore itll never open the wastegate causing the turbo to just keep spinning as fast as it can.
