Do you remove the head to replace valve springs?

not needed.

take spark plugs out.
feed rope into the cylinder.
turn crank with ratchet.
When you cant turn anymore that means the rope is pushing against valves.
remove springs with valve spring removal tool from ebay/amazon. Amazon.com: Lisle 36200 Valve Keeper Remover and Installer: Automotive

No you do not have too, but you may get more accurate measurements for the installed spring height with the head off the car.
