I've replaced my ISC a few times, but this time, I messed up pretty bad.
I overtorqued and one of the ears holding the screw broke off.
I have a spare ISC but I know it's broken.

Can I put that one in and just not hook it back up?
Will this damage the ECU at all?

You can, but you need to back the plunger back all the way. You'll have a really high idle, but it will work.



With it unplugged, will the ECU be damaged?
THat's how I damaged one of my ECUs
I left a non working isc plugged in and it fried some components.
 
Should not hurt the ISC if left unplugged. A bad ISC will damage the ECU if there is an internal short in the ISC. Usually, this not the case but it sometimes happens. Have you checked the resistances of the ISC coils. Resistances between the two center pins and the two pins on each side should be between 28 and 33 ohms. I have repaired several ISCs by swaping good coils from ISCs that had one good and one bad coil. It really isn't that difficult but requires a bit of soldering.
