crank won't turn

I just eliminated the balance shafts out of my turbo 4g67, and ever since I reinstalled the front cover, timing gears and pulleys the crank wont move at all. I discovered this when I went to turn the crank a little to set my timing. I have no idea what could have caused this. The only thing I can think of was that my car was sitting outside while it snowed and rained with no oil pan on it and maybe some moisture got up in the bearings or something. So i loosened all the rod bearings and the main bearings except for the #4 rod and the 4th and 5th main ( cant get to them without pulling the crossmember ). I still can't turn the crank and need some suggestions before I pull the motor.
 
Thanks for the advice. I'm pretty sure the crank probably has some surface rust at least. But I'm gonna have it polished out if possible and get my pistons ceramic coated since the 4g67 was a N/A motor. I plan on racing it this year at Norwalk. I'm getting some other block work done so since Its not costing me too much, around $200, I'm just going to pull it out. Most of the process is done and its only takes me about 20-30 minutes to pull the traansmission.
 
It ended up being that little plate behind the gear for the balance shaft belt on the crank. It was bent up pretty bad. There was alot of moisture in the bearings and the middle main bearing was all tore up but there weren't any marks on the crank which the shop and myself found pretty wierd but I'm not complaining. I already took the block to the shop and hopefully I won't run into anymore problems with this thing. Thanks for all the input and advice.
