Can a crank angle sensor casue me to break the balance shaft belts in a 1996 Talon TSI AWD? (the crank angle sensor went after a 6000 rpm rev)

I would probably not unless the metal sensor piece somehow touched the belt. So yeah, it COULD happen but I would say it's not probable.

No, but the broken belt can take out the crank sensor. That's happened to me.
