Could it be a bad turbo?

What kind of symptoms would i have if i had a bad turbo? I have a 95 gst with everything stock except for downpipe, exhaust and intake and in order to drive it, i have to have the wastegate actuator unhooked from where it connects to the housing. Of course i dont make boost but when it was hooked up i couldnt go past 30 mph but with it unhooked i can drive it 70 and above. It doesnt smoke at all. What kind of symptoms would a bad turbo give me? could this be one of them? any info is appreciated.
 
i know that with the actuator unhooked im not going to make any boost and it will buck if i stomp on it hard and even with half throttle, but thats only when the actuator IS hooked up. Its hard to get it going past 30 just giving it any throttle at all, but since i have unhooked the actuator i can give 100 percent full throttle but as u know no boost. I was just wondering if it was a turbo
 
then its a boost related problem so 1st i would say check for boost leaks 1st and fix any leaks. you can make a BLT(boost leak tester) for $15 at home depot (HD Racing) search how to make one its easy.

is your check engine light on?
