correct way to tighten alternator belt?

I've read about 4384390409 threads on this, and no one has definitively said how to properly tighten this belt.
What order do the 3 bolts get tightened (bracket/2 adjusters)?
How tight is too tight? How loose is too loose?
How much should I be able to move the belt up/down or twist it upward by hand? etc.
I think this would help alot of people :)
 
the bolt that moves it up/down should be done second, after the alternator is attached. once you get the biotch tight (i don't know how tight it SHOULD be) then tighten the bolt that keeps the adjuster in place (should be a bi*** to get too, reaching through power steering lines and such from above, dunno if you can get it through the bottom)
 
Well I read somewhere else that said to tighten the adjusting bolt that goes in through the side, last (the one that holds it on).
So that's why I wanted a full answer from someone who knows the answer to all of the questions I asked. :|
