*** Constant Scraping Noise! Brakes? HELP!

The noise comes from my right rear wheel area. It started as ticking/scraping that happened once per wheel rotation about 2 weeks ago. It is now a constant scraping noise whenever the car is moving. It sounds similar to alternator hiss over speakers. The sound changes tone as speed increases. The sound sometimes goes back to the intermitant ticking when braking. Also the steering wheel shakes when braking, but it has been doing that ever since i got the car in january. Because of these reasons I think its some part of the brake thats the problem.

Has anyone had this exact problem and fixed it?

Its it bad for me to drive with it like this?
 
Also Im not positive but when braking and the ticking is made, there may still be the constant hissing noise simultaniously. I'll go for a drive after it stops raining and I will double check this.
 
My car has been making that same noise, though i think its coming from the front. i've just replaced the front axles but it is making a similar noise as when the axles were bad, so im a lil puzzled. It does it after braking and a lil on slow sharp turns. Waiting on new powerslot rotors/pads...
