Cond. fan 20amp fuse keeps blowing

the 20amp fan fuse keeps blowing everytime i start up the car. Can someone point me in the right direction to go from here. the 30amp rad. fan is good. i was thinking maybe the black relays. i just dont know which one would affect blowing that fuse

Check wires for continuity and shorts.
