First off I'd like to just say that this greatest forum i've seen, love the DSM community. I am new to this forum. I currently own a 1991 Eagle Talon TSi. I bought the car and found out right away that some parts were missing :| for example most of the plumbing for the 14b turbo, coil pack and plugs and wires. psh. Even every valve cover retaining bolt had been taken off. I bought the car from a guy who knew hardly anything about engines or cars for that matter. So I tracked down the orginal owner and asked a few questions on it. The car doesn't run, and the owner had replaced the timing belt, and valves also had the head sent off to the machine shop. He told me that he set the time and put everything back together. He stated that while the engine was apart it gathered surface rust in the cylinders and he thought he could get away with gently sanding it off(should of went with honing the cylinder walls). Once the car was up and on its feet he said he checked the pressure through out each cylinder and it was leaking off. He sold the car and eventually I wound up with it and its not running. I'm wondering if the time was set just right, or if a ring broke. I asked if it smoked and replied no. Any other suggestions? I would greatly appreciate it and rather check them first before pulling pistons and rings out, or even trying to set the time. LOL its a pain.

If it is leaking its not because it's out of time, its got a leak. Take the head apart and put automatic transmission fluid in the cylinder hole with the piston down and fill to the top if it leaks it needs to be re bored. Note: leave fluid in for a day or two. And with the head off you will be able to see the rings too. Try that and let me know if that helps.
 
So far this is what I came to find out, when I purchased the car not really know what all would be wrong with it, the guy stated that one cylinder was leaking, and he thought that it may be the rings. He had replaced the timing belt, but when I investigated on it I seen that he didn't replace the secondary timing belt, I guess it's called the balance shaft belt. The teeth on the belt had been worn off wasn't really any teeth on it and fiber from the belt was in behind the gears. So I replaced it and set the time on all the marks with piston TDC. Still I cannot check the compression till I get my oil returns that I ordered. I'm thinking that may have been the problem for him to think that it was leaking compression. Any suggestions?

Has it ran since it was rebuilt? Maybe the rings need to be seated. I read about a guy having trouble getting his newly rebuilt engine to run, once he did he seated the rings and it started right up.

No as of right now it's not in running. Plus it has been sitting for awhile.
