2G Cold idle surge, already replaced ISC

So I've searched around a lot in the past few weeks trying to figure out why my 98 GSX is surging. As soon as it starts it revs to about 2000 for a good 20 seconds then for some reason it begins to creep up to 2300 which is when it begins to surge. It surges around 2300-1800 until it is warmed then idles fine. The only code I had was a P0301 cylinder misfire in cylinder 1. First things first, did a warm compression test and everything cleared there, after that I replaced the plugs and wires. The code is now gone but may be back after driving for awhile. However, this didn't fix my surge, ok next cleaned out the throttle body, still surging. Then I began hearing about the ISC and how this is it, very happy to hear I found my problem I eagerly replaced it, still surging. I've verified the ISC is working by turning the ignition on and off while the ISC is out and verifying that it is moving from closed to open.

After pulling my hair out and crying a bit I decided to go at it again. I went out and bought some MAF cleaner and cleaned the MAF out, still surging. Now here I am very confused on where to go next. BISS? TPS? CTS? FAIV? HELP!!! Thanks in advance.
