Cold Idle at 2500 rpms

Ive done the search on this and my ISC is fine. I know this because I just put a new one in and it still does this. When its cold it idles at 2500 then as it warms it bounces a bit till its warm. Once its warm it idles fine. Im thinking its the fast idle valve. Anyone?

Its the FIAV. You might have to take it apart and clean it or get a new seal.

Ok Im gussing you think I have a 2g. I forgot to mention its a 91 talon tsi awd. Do the FIAV's even come off on the 1g's? Arent they part of the throttle body?

They are both the same. Its connected to the bottom of the TB by some screws (has 2 water lines on it). Just take that off, clean it a little, maybe get a new gasket, and see if that works. Maybe take a wire brush inside the water lines on it.
