eBay coilovers often have rates around those of lowering springs, which are usually a bit more than stock, but not by very much.

Good coilover kits (e.g., GC or DSS) allow you to select your own rates.

Rule of thumb: If the seller can't tell you the rates you'll be getting, keep looking.
