Code 21

The other day i start up my car and it barely starts(cranks for a while) and when it finally does it idles like crap, (10hg vaccum) then after about 20 seconds it starts to idle like normal and drives fine... ok. The next morning i start the car to goto work and it does it again, except this time it lasts for like a minute and a cel comes on, i check my logger and its a code 21, with no description. I searched but couldnt find much for a code 21. It only does this on cold starts, anyone have any ideas?

According to it, its the engine coolant temp sensor, which would make sense if you're having problems when it's cold out.
