CEL came on, i got this Code P0136???

I got a CEL today and went to autozone and they gave me this code : P0136. I have my 2nd oxygen sensor wrapped in aluminum foil since i have no cat and that trick works until i would get some moisture in there and then i would have to just do the whole wrapping thing all over again and i would be ok for another 4-6 months, but for some reason this time the CEL came the second day and i didn't even drive thru rain. It comes soon as i start the car. Could this be something else other than my OBDII? Thanks.
