CEL and Boost leak

My question is would having a boost leak cause the CEL to come on and have the car not make any boost or rev past 1500rpms?

How bad is the boost leak? Is there anyway you can hook up an OBD II reader to it?

It sounds like the CEL isn't being triggered by a boost leak. Methods of action should be : get that CEL checked and report back with what the CEL is (and then look for a solution) and then do an intake/boost leak test.
